Housing Contract Process for new first-year students attending a Commonwealth Campus
1. Am I guaranteed a Contract Offer when I submit a request?
No, there are no guaranteed offers. Due to the high demand for on-campus housing, there is not enough space available to offer a Housing Contract to every student that submits a request. Offers are made on a first-come, first-served basis. |

2. Do I have a better chance of receiving a Contract Offer if I submit my request early?
YES! If you are interested in living on campus, you should submit your Housing Contract request when you accept your offer of admission. Even though you have until May 1 to accept the admission offer, the sooner that you accept the admission offer, the higher the chance that housing will be available when you accept. As some campuses, housing is full before the end of fall semester. |

3. Can I change my contract preferences after it has been submitted?
Yes, preferences (roommate requests, meal plan, housing preferences) can be modified using eLiving until May 1. After that date, staff will be making room assignments and will be unable to honor any request for changes. |

4. Does the contract become legally binding once it is submitted?
Yes, once you submit the Housing Contract, you are legally bound to the Terms, Conditions, and Regulations of the Housing Contract. Housing Contract cancellations are only granted for students who are approved for a change of campus to another Penn State campus, or who withdraw from the University. |

5. Are room assignments made in the order that contracts are submitted?
No. Room assignments are based on a combination of factors. Date of submission is not one of those factors. |

6. Am I guaranteed my roommate request?
No, roommate requests cannot be guaranteed. However, every attempt will be made to assign students together provided that both students requested each other. |

7. If I submit a Contract Request and do not receive an offer, will my name automatically be added to the Waitlist?
Depending on when you accept the offer of admission, the Waitlist option may be available for you to indicate to add your name to the Waitlist. There is no guarantee that by adding your name to the Waitlist, you will receive a Housing Contract offer. The Waitlist option may not be available later in the process, so some students may not see the Waitlist option. |

8. If I cancel the Housing Contract, will I receive a refund for the $100 housing deposit?
No – the $100 housing deposit is nonrefundable if, for any reason, the student fails to fulfill his/her Housing Contract obligation. The housing deposit is retained by the University throughout the contract period and until such time that the student does not submit a Housing Contract for the subsequent year, indicating to the University that he/she will no longer be living on campus. |
